prefer their liability to be restricted to those on the ship's articles, it is practicable for them to protect themselves against loss at least so far as first and second class passengers are concerned; and that if they find it pays them to import coolies who have no money, it is hardly fair that they should expect infectious and contagious cases to be treated in the Hongkong Hospitals at the expense of the ratepayers.
I cannot, therefore, as at present advised recommend that the prayer of the Petitioners be granted.
